The VBA is continually striving to achieve its purpose of being an intelligence led, risk based regulator by adopting an integrated approach to compliance and regulation across its operating model.
On 1 July 2019, the VBA will become the entity responsible for the collection of building levies and issuance of Victorian building permit numbers. This is a fundamental change that significantly impacts the reporting of building permits and the levy payments – from the current monthly levy returns lodged by approximately 330 building surveyors, into a real-time system where Building Surveyors provide information for around 10,000 building permits a month and a levy is paid directly to the VBA. The VBA must process the levy payments before a building surveyor may issue a building permit.
In June 2018, the VBA endorsed an approach to develop and implement a new Building Activity Management System (BAMS) that will enable:
• A dependable single source of truth for Victorian building activity;
• Real-time visibility of regulatory permissions and associated regulatory activity;
• An online solution for the collection of levy and issuance of building permit numbers; and
• A baseline created for VBA data architecture going forward.
The purpose of this RFT is to help the VBA choose an organisation to partner with to deliver a BAMS solution using either Microsoft Dynamics 365, Salesforce or Infor as the technology platform.
