Card Manufacturing and Personalisation Services

The Department is seeking a single source of supply for the provision of Card Manufacturing and Personalisation Services (the Requirement). The Requirement includes without limitation:

(a)the successful Tenderer’s ability to receive securely transmitted data from the Department;

(b)a secure electronic system maintained by the successful Tenderer for receipt of card data;

(c)card manufacturing;

(d)card personalisation – embossing or laser printing;

(e)magnetic stripe encoding and initialising (populating the magnetic stripe with data that renders the card available for use by a card reader);

(f)personalisation and printing of card carrier stationery;

(g)an automated card extraction service;

(h)secure destruction of extracted cards;

(i)tipping and despatch of completed cards with card carriers and relevant inserts into envelopes;

(j)secure storage and/or warehousing of artwork and stock including envelopes, printed material and inserts (Stock) provided by the Department and on behalf of DVA to the successful Tenderer;

(k)the successful Tenderer’s use of the Department’s preferred tool for end to end reconciliation; and

(l)deletion of card data files.

The Requirement does not cover the provision of envelopes. Envelopes will be provided by the Department to the successful Tenderer under existing contractual arrangements.
