PLEASE NOTE: Appendix D - BOQ and the Tender Response Forms will be issued by the 10th April 2015 - Appendix I - Geotechnical Report will be issued before the end of the Tender period. Any clarifications in the first week will be answered during week of 13th April 2015.
Queensland Rail is seeking to appoint a suitable Contractor to perform the works for South Pine River and Tributary Creek Bridge Upgrades Project, the Contractor will need to have DTMR pre-qualification of B3 F50 to be able to respond to this Tender.
The original two road South Pine River and Tributary Bridges are both in excess of 100 years old and are considered to be at the end of their typical design and fatigue life with significant defects in the existing old piers resulting in operational restrictions on the bridges during flood and high wind events.
In 1993 additional piers were built between the existing piers. This has reduced the length of the steel bridge spans and allowed 20 tonne axle loads to be carried on the bridge. It has also reduced the load on the existing piers.
The additional piers were designed to take a new concrete superstructure on a revised alignment in the future. They have provided an extra 20 years’ service life out of the original bridge piers and spans. It is proposed to redeck the bridges using Queensland Rail standard pre-stressed concrete slab spans utilising the 1993 piers designed for this reason. Track structure over the bridges will then become ballasted track compared to the existing transoms on steel girders. It is also proposed to adjust the horizontal track alignment in this section of track to increase speed over the bridges from 60km/h to 100km/h.
Difficulty in securing a closure long enough to allow for the replacement of the two bridges has resulted in the significant gap between replacement of the piers in 1993 and proposed replacement of the bridges superstructure. It is imperative that the project takes advantage of the opportunity for the long closure presented as a result of the Moreton Bay Rail Line (MBRL) project works in December 2015.
Due to the close proximity the two bridges are planned to be completed under a single contract to allow for economies of scale in the mobilisation and procurement of the girders required for the work. The risk of delivery is also being reduced through the incorporation of all rail systems and civil elements into one construction contract.
Project objectives include:
- Improved efficiency through removal of bridge related speed restrictions and unplanned line closures during periods of flooding and high winds.
- Improved value for money through reduced future maintenance costs for Queensland Rail.
- Adherence to safe working procedures in order to protect the safety of workers and customers.
Project benefits include:
- Reduced future maintenance.
- Reduced journey time and improved On Time Running (OTR) through enhanced alignment and increased speed limits over the bridges.
Key project risks identified include:
- Flooding and significant weather events during construction.
- Disruption of rail traffic during construction.
- External stakeholder relationships (e.g. residents, local traditional owner groups, local Council and environmental agency).
- Safety risks during construction.
