Background The Greater Cities Commission (the Commission) is in the process of preparing a new Six Cities Region Plan to be released in 2023. Ahead of this plan a Discussion Paper was released to identify key areas of investigation and consideration. The Discussion Paper identifiedthe need to increase the delivery of affordable housing across the Six Cities Region and proposed for further consideration “a 10% per cent affordable housing target for new rezonings where there will be a housing uplift.” The 2018 Greater Sydney Region and District Plansrecommended the introduction of Affordable Rental Housing Targets of 5-10% of new residential floor space, subject to viability. In drafting the new Region and City plans the Commission is looking to build on this work and understand how this can be increased to the consistent delivery across the six cities of 10% affordable housing where there is value uplift. Scope of Works Greater Sydney: • region plans in 2005, 2006, 2011, 2012, 2016 and 2017 • district or subregional plans in 2007, 2015, 2016 and 2017 • place strategies, strategic frameworks or precinct plans for the Department of Planning and Environment in locations such as Greater Penrith to Eastern Creek, Orchard Hills, Frenchs Forest, Ingleside, Cherrybrook, Macquarie Park, Rhodes, Pyrmont, East Sydney and the Western Sydney Aerotropolis • other locational work, ranging from the Bankstown Place Strategy (for Transport for NSW), to an Avalon Place Strategy (for Northern Beaches Council), Hurstville prospectus (for Georges River Council) and a centres and employment strategy for Camden Council. • early drafts of the Western Parkland City Blueprint and Economic Development Strategy • Western Sydney Place-based Infrastructure Compact (2020-21) and a number of collaboration area place strategies for the Commission • 50-Year Vision for Greater Sydney’s Open Space and Parklands and various strategies and plans of management for Greater Sydney Parklands • various documents relating to the Agribusiness Precinct at Western Sydney Aerotropolis, for SGS Economics and Planning, Department of Primary Industries and more recently the Western Parkland City Authority • Original Tech Central vision for Jobs for NSW (2018) Cities • Regional plans in 2007, 2008, 2016, 2021-current, including the Illawarra-Shoalhaven and Central Coast plans • Greater Newcastle Metropolitan Plan • Gosford Place Strategy (Department of Planning and Environment) and draft Central Coast Strategy (Greater Sydney Commission) The consultant is required to: Work with the Commissionin an iterative process, including meeting with the Commission’s Project Manager/s to discuss research direction, progress and any preliminary results at regular intervals (this can be undertaken online and involve up to a one-hour meeting). Ensure key personnel are available throughout the contract period to discuss progress and outputs and answer follow-up questions. Write the Technical Report in plain-English using the Commission’sStyle Guide. Provide the Commission with the opportunity to provide comments on a Draft Report before the consultant finalises it.
