The Department of Communities, Child Safety and Disability Services is seeking to engage a suitably qualified Supplier to deliver a number of resources to support best practice service delivery to both victims and perpetrators of domestic and family violence, as follows:
1. Undertake a review of existing practice guides and standards, including analysis of current research and evidence, consultation with key stakeholders and develop a new, evidence based contemporary suite of practice guides and standards covering the full range of domestic and family violence service responses. The suite of standards must include support for services that deliver:
- support for victims, including case management, counselling and court based support;
- perpetrator interventions, including group programs, individual counselling and court based assistance programs; and
- support for children/young people, including those at risk of future use of violence.
2. Develop a position description for court support workers (aggrieved and respondents) to support the development of these positions in the courts. This is to be undertaken in consultation with relevant government and community agencies, including Department of Justice and Attorney-General.
3. Develop a tool which can be used by an external agency to monitor compliance of perpetrator intervention services with the new standards through an accreditation style system.
4. Provide a final report outlining the rationale and logic that supports the new practice standards and include advice around implementation strategies to maximise take up of the standards by service providers.
5. Develop a training package that may be used by the department to embed the new practice guides and standards into the practice of service providers. The package will include a range of training materials to support implementation.
