The Gaming and Wagering Commission of Western Australia is responsible for administering the law relating to wagering.
In November 2010, Racing and Wagering Western Australia (RWWA) trading as the TAB, implemented a new (in-house developed) wagering system known as Phoenix Version 8.0 which replaced the core mainframe system used to manage its wagering operations. The new system delivers the core wagering functions such as bet acceptance and calculations, event monitoring, account management, dividend calculations and settlements; and also interfaces with sale channels and other business applications such as Finance Management System and RWWA’s totalisator pooling and Fixed Odds Betting partners.
The functionality of the new system is required to include the relevant legislation in the RWWA Act and regulations; RWWA Tax Act; Betting Control Act and regulations; Rules of Wagering; and the adopted rules of its pooling partners.
The Commission in the discharge of its functions is seeking to procure the services of an accredited wagering system testing facility to conduct a systems review of RWWA’s wagering system including a risk analysis to identify areas of risk and provide certification that the system complies with the relevant Rules and Regulations.
The Commission also requires the successful Respondent to develop a document with generic technical specifications as a guide for the required functionality of computer systems used to provide internet wagering services offered by bookmakers and RWWA incorporating the existing requirements of the Commission and to include current industry standards for, but not limited to, the communications interface which connect these systems to the Internet or mobile telephone applications. The Commission would apply those specifications in the evaluation of new internet wagering systems.
