Systems Audit of the Electronic Lodgement Project

The Courts Administration Authority has commenced a major project to provide a means by which people can lodge Claim Forms in the Magistrates Court Civil Jurisdiction via an online system with the ability to pay by credit card online as well. The successful tenderer will be required to undertake a systems audit of the developing Electronic Lodgement System, and provide ongoing advice to the Director Magistrates Court to ensure an appropriate control framework and procedures are in place for the system. Requests for tender are being sought from individuals and companies to review progress on the system development and provide recommendations for improvements or additional control activities where weaknesses are identified or where new risks have been identified. The successful tenderer will demonstrate the ability to : 1. Assess the adequacy of internal controls in the electronic lodgement information and business systems in particular in relation to: - developing and preserving the integrity, accuracy and reliability of the system to ensure transactions are completely and accurately recorded in the correct period with correct authorisation and in a manner which permits development of necessary audit log and financial reports; - the auditability and traceability of financial transactions and lodgement records within the system; - preparing adequate documentation and records of activities; - the appropriateness/deficiencies of checks and balances within the system; - the inclusion of appropriate security measures 2. Assess the appropriateness of the risk management strategies in place for the electronic lodgement system. The appointment of the successful tenderer will be dependent on: - proven experience in conducting IT systems audits - a solid understanding of Internet based solutions utilising online financial transactions - ability to conduct a preliminary review within a reasonable timeframe
