Description
The Place Renewal Plan for Kings and Commonwealth Avenues is a planning and design framework that will ensure that the Avenues are both memorable and functional. The Place Renewal Plan will re-establish the important symbolic role of the Avenues, repair and re-conceptualise their layout, form and character, and will guide the planning and design for staged implementation of improvements.
Key Objectives
The Place Renewal Plan must provide and preliminary sketch plan that:
- Has an enduring landscape and public space character that is consistent with the Avenue's nationally symbolic and historic role
- Rebalances of the traffic role of the Avenues as equitable multi-modal arterials with the simultaneous need for them to be designed as attractive and useable public places
- Provides clear direction and a development priority to future capital works and asset improvement projects and phasing.
Scope
The project scope is outlined in detail in Attachment A – The Project Brief.
The site area is Kings Avenue and Commonwealth Avenue from end to end, focussed on the road reserve.
The Place Renewal Plan will be carried out in four stages. The following are the required stages:
- Stage 1 Background and Site Analysis
- Stage 2 Design Strategy
- Stage 3 Streetscape Layout/Design (PSP)
- Stage 4 Implementation Phasing
Timing
Timing of milestones in the Place Renewal Plan is organised around the National Capital Authority Board meeting cycle. This means that there will be two important deadlines in mid-February and mid-April.
The final Preliminary Sketch Plan (PSP) will be delivered to the mid-April NCA Board meeting.
Detailed timing is outlined in Attachment A – The Project Brief in Section 1.11.
Skills
Tenders are sought from multidisciplinary firms or teams that combine design skills including Landscape Architecture or Urban Design or Architectural skills, with Traffic/Civil Engineering. These may be supplemented by sub-consultants from a range of disciplines indentified in the Project Brief.
