Description

The Department of Health and Aged Care (the department) requires the services of an organisation that has:

· experience with cancer screening education, awareness and promotional campaigns at a national level

· experience in developing researched based, behaviour change communication strategies, and

· experience in national media buys, include best practice strategies for target audiences, Australian’s aged 45-59, First Nations, Culturally and Linguistically Diverse (CALD) and regional and remote communities

The required elements are:

· An overarching integrated communications strategy aligned to kit distribution data that includes innovative approaches, and a proposed integrated media buy, which includes but is not limited to:

· Television, radio, digital, social media and always on search engine marketing (SEM).

· A targeted media buy for CALD and First Nations audiences that represents a minimum of 10% each of the total media buy.

· Partnerships, public relations activities and ministerial opportunities.

· A proposed approach to developing a new creative suite that will address the identified barriers and motivators to bowel cancer screening as detailed in the research for the eligible age range, 45 – 74 year olds with a specific focus on 45 to 59 year olds, who have reduced program awareness and lower overall screening rates.

Note the creative suite should consider the creation of:

· Bespoke creative for CALD audiences, specifically, Arabic, Cantonese, Vietnamese, Punjabi and Hindu audiences including translated resources; and

· Bespoke creative for First Nations audiences that can be localised as needed by Aboriginal Community Controlled Health Organisations, Aboriginal Medical Services or other local services for First Nations communities.

· A consistent visual identity must be applied across the full suite of deliverables in line with the branding guidelines, including the NBCSP logo and the bowel colour theme/palette as the look and feel for all activities. The Australian Government Branding Guidelines branding guidelines and NBCSP branding guidelines must be applied to materials including (but not limited to) publications, advertising, promotional and informational resources, public announcements and at events.

Partnership acknowledgement will also include logo/s and text attribution, where appropriate and practical.
