Description
The Western Australia Police Force uses a Microsoft Dynamics 365 Customer Relationship Management (CRM) (currently version 9.1.9 – on-premise) based solution, which was developed by the WA Police Force for use by its Vehicle Impound Unit. This application, the Vehicle Impound System (VIS), is currently hosted and managed by a third party with all software and platform licences provided on a consumption basis by the third party. Essentially the service is provided based on an ‘As a Service’ model.
The Vehicle Impound Unit uses the VIS to manage the vehicle impound lifecycle and financial reporting requirements. VIS allows for the real-time electronic reporting of impounded vehicles on-hand, impounded vehicles past their scheduled release date and vehicles returned to the responsible person. It also allows the WA Police Force to dispose of uncollected vehicles, reconcile end of month financial transactions and report to internal and external clients and agencies through real-time data collection.
The WA Police Force Storage Contractors also use VIS to return impounded vehicles to the responsible person, report all impounded vehicles on hand, report all fees collected and any outstanding monies owed. The WA Police Force Vehicle Impound Unit use the system to identify discrepancies and get better compliance oversight of the operations of the Storage Contractors.
The data contained within VIS is provisionally classified by the WA Police Force Vehicle Impound Unit as Unclassified – For Official Use Only. Due to the required level of security and confidentiality compliance, the WA Police Force has mandated Respondents and their proposed solutions and services be ISO 27001:2013 certified.
The WA Police Force requires the Respondent to assume ongoing hosting and management of the existing application in an ‘As a Service’ model, with the WA Police Force retaining the intellectual proprietorship of the solution and the ability to transition the service to other providers in a seamless manner in the future. The WA Police Force will also require a limited amount of software enhancement services to be provided by this contract.
In keeping with the WA Police Force Cloud Computing Policy requirements, the service and all associated data must necessarily be based and hosted in Australia as the WA Police Force’s data (including backup data) must not be stored outside of Australia.
