DFI Remediation Project –RAAF Amberley, Army Aviation Centre Oakey and Gallipoli Barracks

After a compliance audit of the DFI sites at RAAF Amberley, Army Aviation Centre Oakey and Gallipoli Barracks, a number of rectification works have been identified as being required to be undertaken in order to minimise the risks to operators and maintainers of the DFIs to as low as reasonably practicable. The rectification works shall consist of a number of packages of work specified under their engineering discipline. The rectification works shall be designed and constructed to permit safe and reliable operation of the plant being modified or rectified.

The provision of all design and construction of remediation works of the Defence Fuel Installations are as follows:

RAAF Base Amberley
• QCI tank level indication to be provided at unloading point
• Labelling of main switches within the fuel farm electrical systems
• Labelling of the switchboards in accordance with MIEE requirements
• Automatic Access Control to prevent unauthorised access
• Upgrade process plant to Gr 316L stainless steel
• QCI tank external corrosion
• Safety showers & eye wash stations
• Valve open/close direction indication at QCI tanks
• Fire-safe valves at QCI and VST tanks
• Underground hydrant leak monitoring and detection
• QCI Walkway Paintwork Repairs
• Repainting of Stairs
• Fall Protection Equipment
• Replacement of Walkway on top of Vertical Tanks
• Walkway Extension on top of QCI Tanks
• Alteration of QCI Tank Stairways
• Alteration of Vertical Tank Stairways
• Addition of Stair Nosing to Existing Stairs
• Assessment and modifications of the existing fire alarm sounder system
• Verify construction of bunds around Emergency Load/Unload Bay (1065) and Dump Tank (1064), and construct hardstand and kerb around Dump Tank (439)
• Install roll-over bunds around Tanker Load/Unload Bay
• Impervious surface in un-bunded areas within DFI
• Sealing of bunds around QCI tanks and VST No. 5 & 6
• System Modifications to Puraceptor
• Access Control – Set-down Hardstand

Gallipoli Barracks
• Cathodic protection for underground petroleum system
• Structural assessment and remediation
• Spill containment around tanker unloading area
• Stormwater collection system and triple interceptor
• Remove rubber bunding around unloading fill points and install appropriate concrete bunding
• Re-direct all stormwater run-off from the GFI forecourt area
• Repair all cracks in the concrete within the forecourt area
• Replace contaminated waste plastic bags with metal bins and lids
• Waterproofing of the usage tank turrets

Oakey Army Aviation Centre
• Provision of equipotential bonding
• Emergency audible alarm for the FQC laboratory
• Cathodic protection for underground petroleum system
• Installation of new emergency showers
• Dump tank leak monitoring system
• Upgrade identified process plant components to Gr 316L stainless steel
• Replacement of Non-compliant Welded Pipe Joints
• Emergency Shower and Eyewash for FQC Lab
• Safety notice board in FQC Lab
• Inspection, modification and equipment replacement for above ground tanks
• Inspection, modification and replacement of equipment for underground tanks
• Building remedial works
• New access stairs to Fuel Storage Bunds 1 and 2
