Learning Management System

The Western Australia Police Force (WA Police Force; the Customer) is seeking the provision of an integrated and flexible, web-hosted enterprise electronic Learning Management System (LMS) for the delivery, administration and development of electronic learning and a library of courses. The current LMS contract will expire in July 2021.

Through this Request, the Customer is seeking the provision of Products and Services to host, create, develop, audit and/or customise a range of electronic learning modules to meet its training objectives through a single Contractor providing:

• An electronic learning environment where off-the-shelf, new and customised learning content can be uploaded;
• An efficient and effective administration of courses, which includes the advertising, registrations, course completion, expenditure and generation of usage reports for individual courses;
• A survey functionality;
• A content authoring tool for internal development of bespoke courses, modification and contextualisation of purchased course content; and
• The ability to track and audit learning progress with completion rates for mandatory and non-mandatory training.

The LMS must be able to provide online training and development in a range of areas, including requirements for mandatory formal training, and enable authorised officers to have mobile access to training resources.

All courses must be available to the Customer’s employees and some courses may need to be made available to individuals external to the WA Police Force, such as consultants, employees of other organisations and oversight bodies.
