1.Scope of Works

Council is seeking assistance from a suitably qualified and experienced individual or company to undertake land development services on its behalf.

Council has acquired a 2,500 hectare (approximate) land parcel on the northern boundary of the city.This land was formerly indenture land owned by the BHP Pty Ltd Company intended for further development for steelworks purposes.Council is now the freehold owner of this land which contains a number of existing land uses and a large area of unoccupied land suitable for industrial development.

Council has prepared a concept plan for the development of a large scale industrial estate upon a portion of the land. It has undertaken survey works and preliminary engineering design for the development of the Industrial Estate.

Approximate costings for the installation of infrastructure works upon the land have been obtained.Aboriginal Heritage clearances have been obtained and negotiations are in train with the Native Vegetation Secretariat concerning the provision of suitable environmental offsets to enable the development of the estate.

Council has commenced a Plan Amendment Report (currently on public exhibition).

Broad marketing of the estate is intended to commence shortly with high quality signage erected on or adjacent to the site, brochures and media events and advertising.

It is intended that the Industrial Park will be developed in two stages. To date around 50% of stage one is either subject to contract for sale or subject to advanced negotiations or option agreements.

Major tenants including Cavpower, Ausmelt, Ewings Transport, Max Cranes and Acquista Developments have been attracted to the site.

It is anticipated that once marketing is underway, the remaining land comprising stage one (14 approx 5 h allotments) will be sold and that Stage 2 will receive expressions of interest.

Due to the size of the project, Council is now wishing to engage professional services to take the project from its current advanced planning stages, through to completion in a way which will maximise benefits to the community in terms of the attraction of investment and employment to the City.

Council sees the development of the industrial estate as the most important development project it has ever undertaken. The consequences for employment growth and economic diversification of the city as a result of the development are of a major scale. To date, Council anticipates that with businesses which have been attracted to the city to date over 500 direct and 1000 indirect jobs will be created.There is potential to 4 times this employment growth due to Whyalla being a preferred location for the establishment of major business activities servicing the Olympic Dam and broader mining expansion in the general region.

Council now seeks to engage a suitably qualified individual or company to provide the following advice and services:

§Preparation of final land division plans for lodgement

§Obtaining approvals – land division, native vegetation clearance

§Commissioning detailed engineering design works

§Preparation of tender documentationto enable the engagement of infrastructure development services (road construction, power and water supply and stormwater drainage works installations)

§Engagement of contractors to undertake works and supervision ofworks to ensure they are completed on time and within budget.

§Provision of advice as to the development of Stage 2 of the project.
