Description
An existing freight rail line is a physical barrier between Victoria Quay and the rest of Fremantle. The Phillimore Street and Cliff Street intersection is one of two points with public road access across the rail line and provides the most direct access from Fremantle city centre into Victoria Quay. The intersection has three active rail crossings and a layout that often causes confusion for motorist and pedestrians. The PTA has worked with the City of Fremantle and Fremantle Ports to develop a long-term solution to improve access and safety at this location by consolidating the rail crossings into one crossing at Phillimore Street and simplifying the road layout. A need has been identified by the PTA and stakeholders to progress with upgrades to the crossing in the shorter-term. Therefore, the PTA is now looking to develop a staging plan to inform investment in the short term that is aligned with the long-term solution for the crossing. The contractor will be involved in working with stakeholders to develop two options with varying levels of investments while still addressing the key safety and access requirements identified and designed in the long-term solution for the crossing.
