Provision of Actuarial Services

Queensland Treasury (QT) is seeking the services of a suitability qualified industry partner to provide employee benefit actuarial services and advice to QT, Australian Retirement Trust (ART) and Government Departments and Agencies more widely.

Employee benefit (i.e. defined benefit superannuation, pensions, long service leave etc) actuarial services have been provided by the Queensland State Actuary’s Office (QSAO) to QT and other Government agencies for many years. In addition, QSAO has provided actuarial services to QSuper (now part of ART) covering a wide range of superannuation matters, including the appointment of an Australian Prudential Regulation Authority (APRA) approved registerable superannuation entity (RSE) Actuary.

Queensland Treasury (QT) has been unable to recruit a specialist employee benefits actuary to replace the retiring State Actuary. Consequently, the required services for QT, ART and Government Departments and Agencies more widely will need to be provided by an industry partner. All services provided by the industry partner for ART and other Government Departments and Agencies will be at the direction of QSAO. Rarely, conflicts of interest may emerge between QT and ART, with these conflicts being managed by QSAO.

The scope for this procurement activity consists of regular actuarial reporting combined with ad hoc analysis and advice.
