Description

The Memorial is inviting tenders for the provision of staff development programs on behalf of cultural and other agencies participating in a joint Cultural Management Development Program. Contract management and program administration is provided on a rotational basis among participating agencies.

The successful tenderer will therefore be required to initially enter into a contract with the Memorial and subsequently enter into contracts with other agencies responsible for program administration which changes over the specified period of the program.

The institutions, including for example the National Gallery of Australia, the National Library of Australia the National Museum of Australia, the Australian War Memorial, Australian Film Commission, National Archives of Australia, Questacon and the Institute for Aboriginal and Torres Strait Islander Studies, will together sponsor two staff development programs:

  • Cultural Management Development Program (CMDP); and
  • Advanced Workplace Skills Program (AWSP).

Consultants (“the consultant”) are required for the design, coordination and delivery of the programs.The consultant will work with and report to an existing senior level committee (“the Steering Committee”).The Australian War Memorial (the Memorial) will manage the contract process for selecting the consultant.Ongoing management of the consultancy will pass from the Memorial to one of the participating agencies, on a rotational basis, after a period of approximately two years.The CMDP will be conducted once per year, and the AWSP will be conducted twice per year.The initial contract will be for two years with an option for further extensions for periods of two years up to a maximum for six years (ie 2+2+2).

The consultant/s is required to undertake the following tasks in consultation with, and with help from, the Steering Committee:

  • Design coursework and associated events building upon existing course outlines and materials
  • Coordinate (and pay for) administration related to coursework including:
    - arranging all venues (including a short residential module in each program)
    - transport to residential venue(s)
  • Provide a consolidated coursework manual for each participant which meets the following criteria:
    - is divided into modules
    - includes a short relevant bibliography for each module
    - consistent format throughout
    - numbered pages, with a single index
  • Deliver course content and facilitate course work sessions
    - the consultant may act as a Director of Studies, drawing upon and coordinating expertise from outside the consultant’s own enterprise, or
    - the consultant may provide most of the necessary expertise to deliver the course from within the enterprise, supplemented by occasional guest speakers
  • Organise guest speakers as appropriate
    - about one or two each module
    - from Central agencies, participating agencies and others
  • Assist the steering committee to identify possible team projects for the CMDP
  • Provide realistic parameters for projects and individual challenges including limitations on the length and content of reports and presentations
  • Assist project teams in CMDP to overcome significant barriers to their success
  • Provide coaching for individuals on presentation skills (during course time)
  • Summarise participant evaluations of each module and recommend improvements as needed throughout the planning and implementation of each course
  • Report regularly to the Steering Committee
