Bushfire Management Consultancy Services

The Department (the Department) intends to establish a Panel Arrangement of one (1) or more Contractors to provide Bushfire Attack Level (BAL) assessment reports and/or a Bushfire Management Plans.

The Department of Education’s Capital Works and Maintenance directorate is responsible for arranging modular building installations. These building installations are required to accommodate shortfalls created by increased enrollments within a local intake area or if a building is in a sub-standard condition.

If the preferred location for the installation of a building falls within a Department of Fire and Emergency Services (DFES) bushfire prone area, then a BAL assessment report and/or a Bushfire Management Plan may be required.

The Department is seeking suitably accredited Bushfire Planning and Design (BPAD) Practitioner/s to prepare BAL assessments and Bushfire Management Plans (when required). The BPAD Practitioner/s will be required to have knowledge of all aspects of fire prevention requirements within Western Australia.

It is critical that accredited BPAD Practitioner/s demonstrate the following:

1. a comprehensive knowledge for BAL assessment reports as per Australian Standard (AS) 3959-2009 - Construction of buildings in bushfire-prone areas;
2. experience with government processes and government clients on BAL matters; and
3. the ability to provide high level advice on BAL matters.

This Panel Arrangement will establish a standing offer enabling the Department to engage consultancy services to meet the requirements of DEFS and the State Planning Policy 3.7, which refers to Planning in Bushfire Prone Areas.
