Sutherland Street Substation Upgrade - Design and Construct

The Public Transport Authority (PTA) operates an urban passenger train service in the Perth Metropolitan area. These services utilise Electric Multiple Units (EMU) powered by Western Power's 132kV transmission network. The PTA intends to upgrade Sutherland St from a single 15MVA transformer to a two 25MVA transformer substation to satisfy the increasing demand in power supply due to the considerable expansion of the PTA's existing rail network and to improve system resilience.

The expansion of the current substation plays a key role in supporting the Morley-Ellenbrook Line (MEL) operating strategy to provide a committed service delivery of 15tph 'through running' which essentially increases service frequency on 'inner core' lines to 15tph (in particular, the Midland and Fremantle lines). The MEL project requires Sutherland St Substation upgraded as it plays a crucial role in the delivery of MEL’s committed operating strategy to be effective after December 2024.

This proposed upgrade to the existing transformer (TF13) and increased power supply is not only essential in supporting PTA's key network upgrades but also strategically aligns with the organisation's KRAs by addressing system reliability, availability, on-time-running and customer demand.
