Pre-registration for Request for Proposals (RFP)
The Project Works include all investigation, design, and construction required to construct the Kwinana Freeway widening and upgrade between Leach Highway and Roe Highway. The Project Works also include all investigation and design required to realign the Northbound Kwinana Freeway exit ramp at South St, extend Main St and modify the Murdoch Station car park and accesses.
It is Main Roads intention to award this contract by Christmas 2010 to allow works to commence early in 2011. As such, Expressions of Interest (EOI) will not be called for this project and Main Roads will follow a two stage process only, being an RFP stage and contract award stage.

To confirm interest in the RFP proponents must be pre-register by Emailing Aniza Zarol at [email hidden]. Pre-registration closes at 2.30pm on Tuesday 14 September 2010. Failure to pre-register will not preclude proponents from submitting a proposal.
It is expected that RFP documents will be availavle from www.tenders.wa.gov.au on or sometime after 15 September 2010. It is anticipated that the RFP will close 6 weeks after being available and the contract will be awarded in December 2010.
Proponents will be required to meet certain mandatory criteria for their proposals to be fully assessed. These criteria include the proponent being pre-qualified under Main Roads pre-qualification procedures to categories RW4 and SW1 before they submit a proposal. An F50 rating also applies for financial levels. This rating is a guide only and proponents with an assessed “F” rating lower than this guide will be eligible to submit a RFP. However proponents need to be aware that Main Roads will conduct a rigorous assessment prior to award of the contract. This may result in a submission which is otherwise the lowest priced submission being rejected by Main Roads on the basis of judgement (made at the time of assessing RFP’s) that the lowest priced proponent does not have the financial capacity to successfully complete the works.
The National Code of Practice for the Construction Industry, in conjunction with the Australian Government Implementation Guidelines, August 2009 applies to this project.
It is also a requirement of this project that any persons contracted undertake the building work be accredited under the Australian Government Building and Construction OHS Accreditation Scheme established by the Building and Construction Industry Improvement Act 2005, at the time of the lodgement of the RFP closing for the building work and while the building work is being carried out.
