The RFT consists of four (4) parts: Voice services, Data services, Internet services, and Video-conferencing services. Tenderers are invited to submit for one or more parts.

For All Parts

Bids will only be considered from companies that own the substantial infrastructure required to provide the services to all capital cities.The Contractor will provide Help Desk services, security services and reporting services sufficient to enable the Tribunal to assess performance against the tender criteria. Details and procedures offered for each of these services are to be provided in the submission.Where required, a supplier must be a signatory to the AGIMO WOGTA Head Agreement.

Part A - Voice Services

The following services are to be provided:

a) Voice services and calls traffic from landline phones within all registries (except Brisbane and Hobart) plus any 1800 and 13 number phone services nationally.

b) All voice and data traffic from mobile phones owned by the Tribunal.

Part B - Data Services

Data to/from mobile phones is not included. The following services are to be provided:

a)Data lines providing Wide Area Network services between each registry. These lines will provide the core of the Tribunals inter-Registry network. The Tribunal is not anticipating a particular physical access layer for this service, and is interested in understanding what the Tenderer proposes as the benefits of their submission.

b)Data lines providing Roaming services to the Tribunals network. This facility is currently provided using the Optus OPI Dial service. The new service is to provide connectivity to the Tribunal for roaming/remote users using broadband and/or dial-up speed connections, which must utilise the services of the successful Tenderer for Part C paragraph “f” (Remote Desktop access).

Part C - Internet Services

These services are to be provided by companies that have been accredited by the Australian Government to the standards set out in the Defence Signals Directorate (DSD) standard called ACSI-33. Submissions from tenderers who do not have this accreditation will not be considered.

a)Gateway/Firewall services.

b)IP based services. (eg. IP addressing, email scanning, etc.

c)FedLink service.

d)Website hosting services.

e)Web-based email services.

f)Provision of Remote Desktop access.

g)Data line service between the Sydney Registry and the Tribunal’s provider of Gateway and Firewall services.

Part D – Video Conferencing services

The following service is to be provided:

a) Video Conference network services. The Tribunal currently uses on-ramp ISDN services to deliver videoconferencing services. Any alternative offered must take into account the Tribunal’s need for reliability, interconnect with ISDN only external sites both inbound and outbound, ease of use for staff and the ability to itemise call costs for individual on-charging to clients.
