Queensland Studies Authority (QSA) is inviting suitably qualified and experienced organisations to submit an offer for the provision of logistical services and support for the printing, distribution, administration (including data capture), marking and reporting of results for the National Assessment Program – Literacy and Numeracy (NAPLAN) for Queensland Schools to assist the Customer with its responsibilities. The first year deliverables are to be met in 2015, with the customer’s option to invoke an extension at its discretion for the Contractor to provide similar deliverables in relation to NAPLAN in 2016 and 2017.
This project requires high quality products of a time critical nature, with a high degree of complexity, and high security provisions for sensitive data.
The intention will be for an initial Contract Term tentatively September 2014 to March 2016 with an option to extend for another 2 x sixteen (16) month terms, each term has set milestones to be met. This project is of a time critical nature.
It will be preferable that a sole contractor provide the combined goods and/or services and subcontract as required, however, there will also be consideration and opportunity for businesses to partner together in a consortium and submit a consortium offer where one party will be the lead contractor.
A summary of the requirements is as follows:
- Production, printing, collation and packing of student test materials and other associated printed materials for Year’s 3, 5, 7 and 9 in a Brisbane based facility (including supply of packing materials, labels, other documentation and tamper evident packaging);
- Full secure distribution and tracking of complete parcels containing NAPLAN test materials directly to urban, rural and remote schools (reporting requirements back to the Customer);
- The establishment of a processing centre including the recruitment and employment of “Professional” and “Editor” markers for the scanning, partial marking and data capture for completed test books returned to the processing centre;
- The establishment of a Writing Marking Centre facility in a suitable Brisbane metropolitan location (including all facilities and amenities, suitable furniture and IT equipment, catering and security guard) for the marking of returned writing based completed tests. This facility will be used by the Contractors staff, QSA staff and QSA employed “Expert” markers engaged for these particular test marking requirements;
- Processed data delivery back to QSA;
- Production, printing, collation & packing of student reports, test reporting handbooks and CD/DVD’s providing test results, which require full secure distribution and tracking back to schools; and
- Secure storage and final destruction of completed test books for the period specified.

Approximately 1 hour should be allocated for this briefing.

This is an open industry briefing, whereby offerors who do not attend are still eligible to submit an offer.
