Design and Construction of the Ashfield and Meltham Stations Car Park Facilities

The Public Transport Authority (PTA), wish to enter into a Design and Construct Contract to facilitate the design and construction of the new car parks whereby the additional car parking design shall:

1. Notionally be located within the PTA rail reserve South West of Meltham Station, off Railway Parade, Opposite Sussex Street, South West of Meltham Station, off Whatley Crescent, between Belgrave Street and Kenilworth Street and North West of Ashfield Station, off Railway Parade between Wood Street and Jackson Street;
2. Have the ability to efficiently transfer passengers from all parking facilities to the existing stations;
3. Provide appropriate security (day & night), lighting, CCTV and ease of wayfinding for PTA patrons;
4. Provide all car park associated infrastructure, including: groundworks, retaining walls, safety handrails, drainage, landscaping, CCTV, signage, rail reserve fencing, transitions, tie-ins, finishes and other works as required;
5. Be underpinned by sound budget analysis where value for money is a prerequisite;
6. Provide durable and sustainable outcome appropriate to PTA’s requirements and local council requirements.
7. At Ashfield Station:
   1. Include Kiss n Ride facilities;
   2. Maintain access to the storage yard at the Eastern end of the site and include an access gate at the Western end which can accommodate (longer than standard) semi-trailers carrying rails accounting for their turning circles; and
   3. Provide suitable location for and facilitate installation of Pay By Plate payment machine facilities.
8. At Meltham Station:
   1. Take existing station car park arrangements into consideration of overall parking strategy;

b. Include re-routing of the Principal Shared Path (PSP) to facilitate the proposed car park off Whatley Crescent;
