Development of a Business Case for Regional Sporting and Recreational Facilities in Western Australia

The Department of Sport and Recreation (DSR) guides the provision of sporting and recreational infrastructure within the context of State planning and policy frameworks to drive social, health and civic value for all Western Australians. While the spatial framework to strategically plan the sustainable land use and urban expansion as detailed in Directions 2031 and Beyond is welcome and supported, DSR is also committed to developing a comprehensive, strong and diverse sport and recreation system that is easily accessible and encourages participation for all.

DSR guides the delivery infrastructure through both the State Sporting Facilities Plan (SSFP) and the Community Sporting and Recreation Facilities Fund (CSRFF).

These programs respond to facility development at both elite and community ends of the provision spectrum, however need is emerging as a consequence of population growth for more sustainable investment in facilities that provide a regional level of functionality, particularly in the outer growth council areas of the Perth metropolitan area

The challenge of this body of work is to develop a strategy for regional level facilities across diverse communities of interest, centres of economic activity, evolving and emerging policy imperatives all within a trend of the capital city weighted population growth with sustained growth in the outer metropolitan area of Perth.
