In 2012, the Western Australian Government committed to the construction of a new 60,000 capacity stadium on Burswood Peninsula and an associated $358 million program of transport infrastructure improvements to meet the transport operating requirements of the new Perth Stadium.

Key features of the transport solution include the provision of a new Stadium Station (this Project) with three island platforms accommodating six platform faces, together with stowage for up to 117 railcars.

The Stadium Rail Project must be completed by June 1, 2017, in time for initial events at the new Perth Stadium, and the commencement of the 2018 Australian Football League season.

The scope of works for the Stadium Rail Project contemplated by this RFP comprises the following elements:

  • a new train station on Burswood Peninsula (Stadium Station) comprising two concourses accessed from Passenger Assembly Areas within the new Stadium Precinct via stairs and lifts;
  • pedestrian concourse/access ways to the platforms with roof covers, canopies, lifts, passenger and staff facilities and amenities;
  • two island platforms of 225m length and one island platform of 150m length, accommodating 6 faces for passenger loading, with an allowance for future extension to 300m;
  • track and civil works on Burswood Peninsula to facilitate operation of the new station as a special events station and to accommodate stowage for up to 117 individual railcars;
  • track and civil works at Victoria Park to accommodate stowage for up to 24 individual railcars;
  • all associated overhead line equipment works;
  • all associated signalling construction works;
  • three new trackside signalling equipment rooms;
  • driver crib facilities on Burswood Peninsula and Victoria Park;
  • rail systems works comprising electrical works, communications works and infrastructure service interfaces as required (e.g. DAVS, CCTV/PA, passenger information systems, fire systems, earthing and bonding of structures and systems etc.); and
  • utility and railway services works as required.

The PTA has selected an alliance for the delivery of the Project. The Alliance Participants will take collective responsibility for certain risks associated with the delivery of the Project, with a sharing of the risks and the rewards arising from Project delivery through a legal and commercial framework where core commercial interests of all Alliance Participants in Project delivery are aligned.

The PTA's expectation is that the collective responsibilities of the Alliance Participants, the sharing of certain Project risks and the trust and equity gained through this arrangement will facilitate the achievement of the Project Objectives.

The PTA intends to select the Successful Proponent pursuant to two key stages, being the Request for Proposal (RFP) Stage and the Alliance Development Agreement (ADA) Stage and to deliver the Project during the Project Alliance Agreement (PAA) Stage.

In general terms, Respondents are required:

  • during the RFP Stage:
  • to prepare and submit an Initial Proposal; and
  • if appointed as a selected Respondent and a shortlisted Respondent, to attend an interview, audit or workshop (as the case may be) in accordance with the detailed requirements set out in section 5 of the RFP;
  • during the ADA Stage (if appointed as a Preferred Proponent):
  • to enter into the ADA (a draft of which is included in Appendix F to this RFP); and
  • to perform the services set out in general terms in section 5.3.3 of this RFP in accordance with the ADA (including to prepare and submit a Final Proposal).
  • At the completion of the ADA Stage, the PTA will select the Successful Proponent to enter into the PAA (a draft of which is included in Appendix G to this RFP) and to deliver the Project (during the PAA Stage). The PAA incorporates an alliance based contracting approach.
  • The Respondent is referred to, and should familiarise itself with, the ADA and the PAA.
