Provision of Clinical Advice and Support

The Department of Home Affairs (the Department) primarily through its Health Services, Policy and Child Wellbeing Division oversees immigration health policy, health related procedures, practices and issues, and standards across the whole portfolio, including immigration and refugee health, regional processing health, detention health and organisational health (including workplace health and safety and employee fitness). To support the completion of these roles and responsibilities, the Department engages and relies upon the advice of external and internal clinical advisors and Medical Officers of the Commonwealth (MOC). MOCs operate under the Department’s governance frameworks.
This Procurement will be for a Service Provider who can provide access to personnel that are suitable for MOC Clinical Advisor and non-MOC Clinical Advisor roles and suitable for delivery of clinical advice and support services which will include some or all of the below services:

Desktop review of individual cases (often complex), where individuals are located at regional processing countries, and the timely provision of clinical advice;
•Provision of support to the Division in the development and implementation of clinical governance arrangements and for the quality assurance arrangements for health services delivery;
•Provision of clinical input into health data analysis, ensuring appropriate clinical review of complex health cases, and leading direction on robust clinical quality assurance processes for detention health services, the other Departmental medical services provider and offshore networks;
•Provision of advice and support in the areas of health integrity, education and training, health services contract management, including liaison with medical officers employed by the migration medical services provider, staff health and safety intergovernmental activity and complex case review; and
•Provision of clinical advice for policy and process development, such as the Department’s response to communicable diseases, development of health screening processes for entrants to Australia.
All Clinical Advisors engaged to deliver services under the proposed arrangements will be co-located in-person with the relevant Departmental team (in Canberra and/or Sydney) and work collaboratively on a day to day basis with the Departmental staff.
