The Department of Resources (Resources) is responsible for implementing the election commitment to develop and deliver a Queensland Resource Industry Development Plan (QRIDP). Resources is proposing that the QRIDP be developed over several phases; the second phase being to co-develop a draft of the QRIDP with stakeholders through an extensive consultation program.
Queensland’s resources industry operates within a complex stakeholder network. The industry itself employs over 68,000 people, living and working in communities right across the State. However, in addition to those working within the industry, there are many other groups, industries and individuals who are either directly or indirectly impacted by resource operations–and are therefore equally as invested in influencing the industry’s future.
As such, Resources is proposing to engage a contractor to develop and deliver the consultation program required for the second phase. It is highly desirable for this contractor to have knowledge and experience of Queensland’s resources sector to encourage trusting, genuine and informed conversations during the consultation. If the contractor doesn’t have resources sector experience, the program should outline other strategies that address how this knowledge and experience will be sought (e.g. through an industry partnership).
The contractor will be required to deliver a program that addresses the following elements (detailed further in ‘Scope’):
- Development of a consultation strategy and program
- Delivery of the consultation program
- Post-consultation report
