Description

The Supplier is required to:
1. Organise and facilitate public forums in eight locations across Queensland
The purpose of public forums is to raise awareness of the Green Paper policy issues and provide a space for the exchange of ideas, opinions and knowledge of the community, particularly those who are unable to adequately provide feedback through online questionnaires or submissions. The outcomes of the forums will be used to frame the opportunities in the context of the community and improve government understanding of community perceptions of the Green Paper.
The Supplier must deliver between eight and thirteen public forums, three in South-East Queensland and between five and ten across the rest of the state (assuming that 1-2 forums will be held in each of five different regional locations, allowing for a day and an evening forum to capture different groups of stakeholders). The length of the forums should not exceed 2 hours and the supplier should work with the department to identify where particular locations may need forums at different times. This includes:
- preparation of workshop materials,
- contributing to the development of related communications and media materials,
- facilitation and analysis and presentation of results,
- event management (organising and liaising with the venue, AV requirements and catering)
- promotion of event and attendee, registrations and recruitment, and
- logistics (travel, car hire, accommodation) for the facilitator(s).
The forum locations will be finalised by the end of March 2019, and may include: Brisbane, Gold Coast, Sunshine Coast, Logan, Longreach, Mount Isa, Mossman and Bowen. The forums will need to be hosted during the formal consultation period (suggested timing is 17-28 June 2019). The exact timeframe will be determined as part of this project, as scheduling will be influenced by opportunities to leverage local community or industry events already scheduled to address ‘self-selection bias’ and gather a more diverse representation of views and input.
The content of the Climate Transition 2050 Green Paper is likely to be broad ranging and complex in many areas. The Supplier will need to demonstrate an ability to run effective and positive consultation processes on complex social, economic and environmental policy issues and to work closely with the Customer to ensure the content and methodology meets the Customer’s objectives.
2. Synthesise, analyse and present the results of the consultation in an accessible format to the Department of Environment and science.
The Supplier must provide a complete electronic report of publishable quality (nearly presented, logically formatted, clearly communicated) on the outcomes of the public forums. The report should include:
• Executive summary
• Analysis by ‘general’ issues, cross-cutting themes, sectors, regions and ‘other’ issues that do not fit in these categories
• Appendices that set out the methodology, forum materials, attendee/participation details, forum statistics, and other relevant information as agreed between the Customer and Supplier
• A separate electronic database of all the submissions, responses and analysis
