Description

DFAT is seeking a contractor to undertake the following development program in the Pacific region:

PACIFIC TECHNICAL ASSISTANCE MECHANISM PHASE 2 (PACTAM2)

Australia’s aid program in the Pacific has often included, and continues to include, requests from Partner Governments (PGs) and other development partners for Technical Assistance (TA) in the form of specialist advisers. These requests are made in response to a range of capacity/skills gaps which present major development challenges and constrain a PGs’ ability to plan and to improve service delivery.

PACTAM Phase 1 commenced in November 2006 in response to DFAT’s need for a single, coherent, efficient and effective mechanism to respond to these requests. It was designed to provide TA in a timely and flexible way in response to PG’s emerging or urgent requests. These individual adviser assignments have been in a range of sectors including governance, infrastructure, finance, tax, legal, health, education and climate change.

PACTAM 2 builds on the achievements of PACTAM 1 and will continue to operate in 12 Pacific Island countries including the Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. PACTAM 2 will provide both internationally and/or regionally recruited advisers in the form of placements within PG ministries, local non-government organisations (NGOs), regional organisations, or at DFAT Posts to provide TA on the design and implementation of an efficient and effective development assistance program in the Pacific.

It is anticipated that PACTAM 2 will commence in September 2014 and will continue until 30 June 2017.
