Description

The Public Transport Authority (PTA) is currently undertaking the delivery phase of the High-Capacity Signalling (HCS) Project for a new, Communications Based Train Control (CBTC) system. The CBTC system will replace the existing fixed block signalling system and tarin control system. The new CBTC system will allow increased service frequencies to meet rail demand forecast under long-term transport demand planning. Critical to the development of the design, installation and operation of the CBTC system is the careful consideration and application of all Human Factors matters to ensure all personnel who will work with the new system will be able to convert and work safely, effectively and efficiently in the operations of the PTA Railway Network. Three years ago, the HCS Project procured a suitable Human Factors Subject Matter Expert (SME) Advisory service for the project, and this contract is now expiring in February 2026. All extension options for this contract have been implemented. The HCS Project must now call for a new tender of a suitably qualified and experienced Human Factors Subject Matter Expert to build upon the work already completed to date by the HCS Project.
