Fencing at Mount Laura Waste Recycling Depot

Description
The Whyalla City Council owns and operates the Mt Laura Waste & Recycling Depot. The site has been expanded and is being developed to cope with the community?s recycling and waste needs for the next 25-30 years as a minimum.
According to EPA licence conditions ?The Licensee must maintain a fence around the Premises that is suitable for preventing unauthorised access?.
To abide by these conditions the Council requires a contractor to install a fence of total length 1.8km around the site. This is delineated on Annexure 1 ? Site Plan.
Fence Type and Dimensions ? Industrial Chainmesh
i}Posts must be of Galvanised steel construction with 50mm OD. Posts must have Galvanised end caps on the top and must be cemented 600mm in ground. The post holes therefore must be dug 600mm deep and 300mm diameter.
ii}The common posts with the offset (bent) top are to be used. A variation needs to be made which is this : such posts normally have barbed or razor wire on the top offset section, in this case the chainmesh is to continue passed the bend to the top of the post. It is invisaged that only one extra strainer wire at the top of post is needed to do this. The offset (bent) post top is to point to the inside of the fenced area. This needs to be done to help prevent litter from blowing over the fence from inside of the fenced area.
iii}Chainmesh needs to be galvanised50mm x 50mm x 2.5mm of total width 2100mm.
iv}The gates at points B and C on Annexure 1 need to be each double gates swinging internally to open. The opening needs to be 6 metres. The gates are not required to have the offset section at the top like the main fence but do need to be the same height as fence.
The gates require links in the middle to cater for a padlock and also require a drop bolt each. The gates at point A on Annexure 1 need to be identical to that above but with a 7 metre opening.
v}Survey pegs will be put in by at the points shown as ?S? on Annexure 1.
vi}Exact location of gates to be discussed with Waste & Recycling Manager once work begins.
