Description

The Commonwealth as represented by the Department of Defence (Defence) requires a safer, simpler and more assured Defence Fuel Network (DFN) and broader Defence Fuel Supply Chain (DFSC). The Commonwealth is working toward this objective through the Defence Fuel Transformation Program (DFTP), in partnership with industry. The proposed DFN Managing Contractor Contract (the "Contract") is part of the DFTP.

The objective of the Contract is to combine:

a. Strategic Asset Management Services;

b. Maintenance Services and Operating Services;

c. Strategic Inventory Management Services;

d. DFSC Risk Management Services; and

e. Fuel Supply Management Services.

To support Defence's objectives for the DFN, the successful tenderer will be the Commonwealth's strategic transformation partner. The successful tenderer will also perform the Services in accordance with the Fuel Services Interface Charter, which forms part of the Contract.

Industry Briefing:

An industry briefing will be conducted by Defence virtually, via GovTeams, on Thursday 17 February 2022.

The Commonwealth will confirm the timing for the industry briefing and will provide further details about how to access the industry briefing through written notice in accordance with COT clause 3.6.

Representatives of tenderers registering for access to the briefing will be limited to six (6) personnel. Nominations are to be forwarded in writing to the Contact Officer by 1600 local time in the ACT on Monday, 14 February 2022.

Data Room:

Some data and information provided as part of this RFT is Confidential Information.

To provide access to the RFT Data Room Defence requires that tenderers submit the following as per the AusTender Notice 21995/FSB/MC dated 18 January 2022:

a. Enclosure 1: A completed Deed of Disclaimer and Confidentiality ('The Deed')

b. Enclosure 2: Details of tenderer representatives who require access to the RFT Data Room

Tenderers must ensure the Deed is validly executed to avoid further delays.

Further information regarding execution is provided at the Enclosures.

Once the duly executed copies of these Deeds have been provided and accepted by the Commonwealth, access to Confidential Information will be provided via the RFT Data Room. Tenderers will be notified by email and provided with instructions on how to access the RFT Data Room.
