Professional Service Provider (PSP) Capability to Support Defence Personnel Administration Branch (PAB)

This tender seeks one or more providers to support the Personnel Administration Branch (PAB) within the Defence Support Group with the provision of a Professional Service Provider (PSP) capability to deliver functional analysis, issue management and customer support across the Defence human resource management systems of PMKeyS, ADFPAY and CENRESPAY. The PSP capability includes both functional analysts and technical writers.

The PSP capability will be required to support PAB at the Defence Offices at Campbell Park in Canberra.

PMKeyS is an integrated human resources management system that provides Defence with a single source of personnel management information. PMKeys provides personnel administration, leave, professional development and training, recruitment, Australian Defence Force (ADF) career management and civilian payroll functionality to deliver strategic, operational and administrative human resource management capability. The system is a customised version 7 PeopleSoft HCM application with Version 8 technology.

The CENRESPAY II system is a Defence in-house built system implemented to pay ADF Reservists and provide a Training Day management system for the Services. The ADFPAY system is a Defence in-house built sytem to pay ADF permanent members.

The Professional Service Provider (PSP) support sought by Personnel Administration Branch (PAB) requires personnel with skill sets that cover knowledge of human resource business processes, large scale integrated pay systems, strong communication and fault finding skills, and, for most PSP requirements, a well developed understanding of PeopleSoft architecture.
