Development of a Guide for Planning and Managing Shared Use of Community Facilities

The Department of Sport and Recreation, through the Physical Activity Taskforce (Taskforce), in collaboration with the Department of Education, and WALGA wish to engage consultancy services to develop a resource to guide the planning, management and governance of shared use facilities.
This resource is to cover facilities, typically shared by schools and local government authorities, such as school ovals, swimming pools and recreation centres. The resource is to provide a WA policy context, best practice planning and management guidelines and principles, model agreements and case studies.
It will provide a standardised framework for both schools and local government authorities to work within.
The Schools Working Group of the Built Environment Advisory Committee (BEAC) has already undertaken some preliminary work assembling the following into a background document:
• Department of Education Community Use of Shared Facilities and Resources Policy;
• Department of Sport and Recreation Focus Paper on the Joint Provision and Shared Use of Sport and Recreation Facilities
• WA Local Government Association Position Paper on Shared Use Agreements.
These documents will be provided to the successful respondent on commencement of the contract.
The scope of services for this project includes the development of the guide only. However, the applicability of the guide to an online format must be considered in its development.
Once the guide is produced by the Respondent, it will then be developed into an online resource by the Physical Activity Taskforce.
