Description

The WA Health Data Platform (WA HDP) Program is establishing a system-wide, shared data platform for WA Health, including the associated governance, processes, and services to support its scalability and sustainability. The Program will develop the foundation for a scalable and extensible enterprise data platform that will provide a common source of truth for reporting across the WA Health system, and improve experiences for consumers, through the power of data. The WA Health Data Platform (WA HDP) is being delivered via the following streams of work : Data Ingestion and Modelling (DIM)Operating Model and Governance (OMG)Platform Architecture and Capabilities (PAC). To support these Projects, a Senior Business Analyst is required to help to identify, define, analyse, and confirm business, functional and systems requirements. The following are key deliverables. Conduct thorough analysis of existing data systems, processes, and workflows to identify areas for improvement and optimization.Collaborate with architects and technical leads to translate business requirements into data platform design specifications. Ensure that the proposed solution designs align with business objectives while adhering to best practices in data management and governance. Develop the business requirements document for the data ingestions and data models with the user stories by engaging with stakeholders from ISPD and SHOC.Facilitate requirements analysis workshops with the stakeholders to inform scope and business/data requirements.Ensure traceability matrix is completed for business requirements to the other phase-wise deliverables of the data models.Support with documentation of process flow in the operational service transition agreement (OSTA).Build, create and maintain process and data models to enhance business capability.Analyse complex datasets to extract meaningful insights that drive business decisions. Identify trends, patterns, and correlations in the data. Identify process improvement strategies and initiatives to achieve project outcomes. Develop business cases and benefits realisation. Communicate project status, risks, and dependencies effectively to ensure alignment and mitigate potential issues. It is expected that a suitable Senior BA will have the following knowledge and experience: Data Interface and Integration experience and skills including ETL and Web ServicesExperience in working across Complex data projects across large organisations, preferably within Government.Knowledge of project management methodologies eg: Agile, Waterfall, LeanExperience working in multi-disciplinary technical teamsExperience in preparation of Business cases, Proposals and Project Initiation DocumentsStrong risk, scope and quality management skills and experience Strong communication and interpersonal skills for working across Technical and non-technical teams Respondents will be asked to provide a rate card for suitably skilled and experienced resources who can deliver data engineering services under this arrangement. Services are expected to be delivered on a full-time basis (8 hours/day) working at HSS’ premises, with some flexibility in compliance to HSS’ policies. The contract will clearly identify the following: There is not guarantee of work on award of the contract.Services will be delivered under agreed work packages which will clearly identify the scope, deliverables, timeframes, and costs. Services will be delivered via suitably skilled and experienced specified personal, working under HSS’ direction. Services will be charged on a time-based arrangement with timesheets required to be submitted to HSS for approval.
