Bradshaw is located in the Northern Territory, off the Victoria Highway 5 km west of Timber Creek. Bradshaw was converted to a Defence Special Purpose Lease in 1997 for the purpose of development and use as a training area for military purposes. Subsequent to creation of the Special Purpose Lease , an Indigenous Land Use Agreement (ILUA) was formally agreed in 2003, with the Commonwealth, the Traditional Land Owners and the Northern Land Council being parties to the Agreement.
The ILUA included a requirement to conduct a Social Impact Assessment (SIA) in relation to Bradshaw, which was conducted in 2003. The ILUA also provides for subsequent reviews of the SIA.
The SIA is expected to contribute to a comprehensive understanding of the social structure, demographic characteristics, relative social status, well being and interests of the Traditional Owners.
The requirements of this RFT include undertaking a review of the SIA. The partners to the ILUA have also identified that the conduct of the SIA review should incorporate a Baseline Community Assessment (BCA) and recommendations for the inclusion of specific monitoring and reporting on the social and economic impacts of the ILUA.
