Description

The following services are envisaged to be managed and delivered by the consultant: • Bradfield City Centre - Salinity Assessment & Management Plan • Bradfield City Centre (Stage 1) - civil works and regional stormwater infrastructure design works geotechnical inputs • Building design geotechnical input works - AMRF General Scope The consultant will provide a single consultancy service package to deliver the services contained within this engagement. The Bradfield City Centre (Stage 1) geotechnical investigation services are focused on the provision of technical advice to assist in the design process and preparation of documentation necessary to facilitate the orderly delivery of the first phase of the Bradfield City Centre and ensure a high amenity outcome that fits into the Bradfield City vision for innovation, sustainability and technologically advanced. The consultant will be required to liaise closely with the Stage 1 enabling works civil design consultant and the trunk stormwater infrastructure consultant to ensure working documentation is accurate. In addition, the consultant shall: • Coordinate with the WPCA, service authorities, and other consultants as necessary. • Attend all necessary briefings, design, and coordination/working group meetings throughout the course of the project, including contributing to the agendas. • Undertake all field work necessary to complete a site geotechnical investigation for the purposes of informing detailed structural, civil and infrastructure design. • Update deliverables from time to time to reflect the development of design and requirements during the provision of the services. Key Project Objectives The consultant will be required to ensure that this engagement fits into the WPCA’s key aspirations and objectives for the project: • Delivery of a City Centre that showcases innovation, sustainability, and connectivity to be Australia’s first 22nd century city. • Completion of these services in advance of the opening of the Sydney Metro Western Sydney Airport station in Bradfield City Centre. Design Objectives The consultant must cohesively integrate with the separate design consultants of the Stage 1 enabling works infrastructure, the trunk infrastructure, and built form design teams to ensure that first phase of the Bradfield City Centre is delivered to the highest standard. The design must meet the following objectives: • Meet all statutory authority requirements, legislative requirements, planning instruments, Australian Standards, codes of practice and guidelines. • Western Sydney Aerotropolis Plan 2020 • SEPP (Precincts – Western Parkland City) 2021 • Western Sydney Aerotropolis Precinct Plan 2022 • Western Sydney Aerotropolis Development Control Plan Phase 2 (November 2022) • Bradfield City Centre Master Plan 2022 (Draft and Commercial in Confidence) • Bradfield City Centre Master Plan – Infrastructure and Utilities Report (Draft and Commercial in Confidence) • Bradfield City Centre Master Plan – Earthworks Road (Draft and Commercial in Confidence) • Site Audit Statements and Site Audit Reports prepared by JBS&G • Detailed Site Investigation reports prepared by ERM Deliverables Summary The consultant is to allow to undertake the following activities to provide information on subsurface conditions for planning and design purposes. Salinity Management Plan High saline soils can have a very destructive effect on masonry and can impact the durability of concrete structures. The Detailed Site Investigation (DSI) report prepared by ERM identifies that the Bringelly Shale is brackish / saline through the field parameters collected during ground water sampling works. The Dryland Salinity map (ERM, 2022) shows that most of the Bradfield City Centre site has a moderate salinity potential with areas near Moore Gully and Thompsons Creek increasing to high salinity potential. The consultant will be required to undertake investigative works across the Bradfield City Centre to determine the soil salinity across the site. The consultant will be required to prepare a Salinity Management Plan for the entire Bradfield City Centre, including identification of appropriate management regimes for the movement of soil across the Bradfield City Centre as development occurs. The Salinity Management Plan is to provide a single source of truth for individual development lots and design teams to inform development, design and construction methods. The Salinity Management Plan shall include but is not limited to the following: • The appropriate management of soil movement across the site as development occurs over time, including specifying areas where cut to fill operations can occur and disposal off site (if necessary). • Identification of controls to protect buildings and infrastructure, including roads and underground services and to manage the water cycle. • Provide management strategies and processes for: • Salinity in groundwater • Deeply weathered soils • Localised concentrations of salinity • Soil landscapes with a shale geology • Vegetation and landscaping • Earthworks (excavations, cut and fill, recontouring and stockpiling) • Infrastructure and utilities (road pavement, drainage, pipes, structures, pits, substations, duct crossing, sewer, and water pipes) • Building requirements The consultant is to prepare the Salinity Management Plan in accordance with the relevant requirements of the Liverpool City Council and other relevant testing and design specifications. Stage 1 civil works & regional stormwater infrastructure works The consultant is to allow for the completion of the following activities: • Review all existing reports that have been prepared relating to the Bradfield City Centre, such as the Detailed Site Investigation prepared by ERM. • Undertake the necessary fieldwork and reporting of the geotechnical conditions to inform the design of the road and infrastructure works within the Stage 1 area and the Regional Stormwater Infrastructure, as per the Liverpool City Council and Sydney Water requirements. • Preparation of a pavement design for all roads in the Stage 1 Civil Works area. • Preparation of a report on the geotechnical conditions including: • Site classification • Testing location • Borehole/test pit logs • Topsoil management • Depth of rock / refusal across the study area • Soil profiles – sub-surface material properties / classification • Atterberg limits • Particle size distribution • Excavation methodologies • CBR and CBR swell for pavement design • Lime demand test • Observation of groundwater levels • Soil permeability • Compliance with Liverpool City Council’s (LCC) Technical Specifications for the purposes of testing the existing site and sub soil conditions to inform the detailed design for the roads and in-ground services utilities. Types and frequency of testing is to be conducted in accordance with Australian Standards and LCC’s Technical Specifications. Supply information required by the planning consultant to inform the Part 5 Review of Environmental Factors submission for planning approval. This information should encompass site Geology, Hydrology, Acid Sulphate soils and Salinity issues. Building design input works - Building 2 Advanced Manufacturing Research Facility (AMRF) WPCA is currently undertaking design works for the design and delivery of the initial buildings in the Bradfield City Centre. The AMRF (see Figure 6 above) is included in this engagement and is a scientific complex that will consist of approximately 15,000m2 of gross floor area on a site of approximately 6,000m2. The facility is located on the western side of the Stage 1 area. The consultant is to allow for the completion of the following activities and preparation of a separate report for the AMRF building site listed above (but is not limited to): • Geotechnical site investigation and laboratory testing inclusive of boreholes, rock coring, soil sampling, and groundwater sampling to identify the depth of the water table and bedrock among other features. • An experienced Geotechnical Engineer on site fulltime to supervise field work and log subsurface • Earthworks (excavations, cut and fill, recontouring and stockpiling) • Infrastructure and utilities (road pavement, drainage, pipes, structures, pits, substations, duct crossing, sewer, and water pipes) • Building requirements The consultant is to prepare the Salinity Management Plan in accordance with the relevant requirements of the Liverpool City Council and other relevant testing and design specifications. An experienced Geotechnical Engineer on site fulltime to supervise field work and log subsurface conditions during field work and to collect soil samples. • Factual and interpretive reporting. • Design criteria for foundation and retention for structural design by the structural engineer or future soil-structure analysis and geotechnical design by the geotechnical engineer. • Geotechnical analysis and design of foundations both for the design of the building and as required to discharge any conditions from Liverpool City Council and Sydney Metro. This includes but may not be limited to: • pad footing and pile load and settlement analyses; • ground movement analyses of the selected foundation systems and surrounding in-ground structures; • soil-structure staged analysis including temporary and permanent retaining walls for construction as well as for the final arrangement of the building; and • Advice on grade subgrade preparation for both structural and civil slabs. • Advice on ground vibration transition and possible impact on Laboratory and Clean room vibration criteria for future ground works in the area and the public transport network. • Preparation of vibration and ground movement specifications and monitoring plans. • Advice on possible geothermal solutions for building heating and ESD initiative for geothermal ground loop. Groundwater From AMRF 1 geotechnical investigations it appears that no ground water or seepage inflow was encountered. Standing groundwater and Perched water or flows after rainfall are to be advised through the geotechnical investigation. Proposed site investigation - desktop study A comprehensive desk top study of existing geotechnical information and founding condition of the existing and adjacent properties should be carried out priortothecommencementofthesiteinvestigation.Theinformationprovidedby this desk top study should be used to carry out the detailed planning of the final type, number, and depth of required investigation points and associated testing to be undertaken.Typical considerations must include but not be limited to: • Existing site information. • Site and surrounding street services and utilities search. • Regional geology maps, data, and information. • Regional groundwater and hydrological information. • Regional seismicity maps inclusive of site soil classification and peak ground accelerations. • Site history analysis. • Available site investigation data from existing and adjacent sites. • Available site investigation data from rail easements and associated reference designs that impact the site. • Information regarding influence from and on foundation systems, basement depths, and retention systems of adjacent properties where available. • The proposed development of the subject site. Geotechnical site investigation outline scope - cored boreholes Weenvisagethataninitialscopeofinvestigationshouldcompriseaminimumof twelve(12) cored boreholes across the site (see Figure 10 below). One (1) of the twelve (12) bore holes to be provided for ground water monitoring. It is assumed that two ground wells from Stage 1 works are maintained. The depth of investigation should be suitable for providing advice regarding: • foundationsolutionsforbothlongspanmanufacturinghall,office building up to 10 stories high, high specification laboratory spaces; • retainingwallsolutions–forbothsinglestorybasementand landscape retaining walls; • groundpreparationoptionsandsettlementperformanceforslabon grade solution; • anyfoundationrequirementsandinfluencesassociatedwiththe adjacent Metro Box; and • geotechnicalanalyticalmodellingofthebuildingfoundation system and rock mass to estimate ground movements of the proposedstructure,futureadjacentbuildings,andrailassets,under excavation, gravity, and lateral loading. • Preparationofdetailedboreholelogs. • Extraction and testing of rock cores. • Insitustresstestingsuitableforanalyticalmodellingandacceptanceby Sydney Metro. • Record of groundwater levels.The tender response should outline the proposedmethodofadvisingongroundwaterlevels,potentialinflowsduring and after excavation, and impacts on adjacent properties. • Surveyofinvestigationlocationstoexistinggroundlevelsandglobal coordinates. • Photographicsurveyoftheworks. TheConsultantshallberesponsibleforlocatingallin-groundandaboveground services and utilities prior to drilling and ensure suitable protection. Laboratory Testing Geotechnicallaboratorytestingwillberequiredonrecoveredrockcores,soil samples, and groundwater, and is to be undertaken by a NATA registered laboratory. Laboratorytestingwillbeappropriatetothematerialencounteredandshall include where appropriate: • Pointloadstrengthonrockcore. • Unconfinedcompressivestrength(UCS)onrockcore. • Natural moisture content and dry density. • Atterberglimitsandlinearshrinkage. • Shrink/ swell index. • Particlesizedistribution. • Soilshearstrengthfromtriaxialtests(Consolidatedundrainedwithporewater measurement – multistage). • Standardcompactiontesting(maximumdrydensity (MDD)andoptimum moisture content (OMC) relationship). • CaliforniaBearingRatio(CBR)testing(4dayssoakedat100%MDDand OMC). • AcidSulphateSoil(ASS),fieldscreeningtests(pHfox). • Soil chemistry (including pH, chloride, sulphate). • Soilresistivity. • Totalrecoverablemetals(Manganeseonly). • Groundwaterchemistry(includingpH,chloride,sulphate). • Testing on soil conductivity and subsoil waterflows to enable geothermal bore heat exchange design. Reporting Thegeotechnicalreportingrequirementsshallcomprisethefollowingminimum information: • Descriptionofthesiteincludinglocation,topography,geomorphology,below ground utilities, drainage channels/culverts, easements etc., foundation and retention conditions of neighbouring properties, and details of previous ground investigations. • Descriptionofthegroundinvestigationcompleted. • A summary of the ground conditions encountered during this and previous investigationsincludingthestratigraphyanddiscussionoftheindividualsoil and rock units. • Geologicalsectionsthroughthesite. • Soilandrockparametersforeachoftheindividualunits. • Description of the groundwater conditions encountered and recommended designgroundwaterlevels.Provideadviceregardinganynecessityforfuture hydrological studies for construction and permanent design purposes. • Seismicsitedataincludingsitesoilcategoryinaccordancewith AS/NZS1170.4. • InfluencesonandfromtheadjacentrailcorridorandlikelySydneyMetro restrictions and requirements. • Globalsettlementandgroundmovementadviceincludingmonitoring requirements. • Engineeringadviceincluding,butnotlimitedto,thefollowing: • RockstiffnessforeachstratumincludingYoung’sModulus(E) and Shear Modulus (G). • Padfooting,stripfooting,andpiledesignadvicesuitablefor design of foundation systems under the magnitude of the preliminaryverticalandlateralloadsprovided.Adviceshall include both ULS and serviceability provision. • Excavationdesignadviceincludingappropriateretentionsystems, lateral loading parameters, and rock bolt/anchor design information. • Recommendations on design forpavements and slab on grade at footpathandlowestbasementlevelincludingpavementtypeand subgrade capacity. • Pavementdesignparametersincluding: • Soilprofiles–sub-surfacematerialproperties/classification. • Atterberg limits. • Particlesizedistribution. • CBRandCBRswellforpavementdesign. • Limedemand test. • Soil Permeability and soil conductivity. • Advice regarding expected seepage inflow and sub-soil drainage requirements. • Construction advice including excavation conditions, equipment, and advice regarding ground vibration and appropriate limiting and monitoring criteria for both human perception and damage to adjacent properties and rail assets. • Other design advice deemed appropriate. • Geotechnical risks and opportunities. • Conclusions and recommendations. Detailed geotechnical design Detailed structure-foundation analysis and geotechnical design of the following elementsistobeundertakenbythegeotechnicalengineerduringthedesignphase inconsultationwiththeArup: • Globalgroundmovementandstressanalysisfortheagreedfoundationsystem including pad and strip footings or piled foundations. • Cantilever retaining walls as well as anchored or propped permanent and temporary retention including construction staging analysis using Wallap, Plaxis, or similar.Pile and retaining wall moments and shears shall be provided to Arup for the structural design of reinforced concrete components otherthanproprietarypilingsolutionsorD&Cprocurementofpilesorground anchors. • Detailedassessmentofproposedexcavationfacesincludingfacesadjacentto existing roads or infrastructure. • Provideadviceondifferentbatteringgeometriesandretentionsolutionson site for both building and landscaping works. • Provide advice on subgrade and subbase preparation. • PreparationoftheprojectGeotechnicalSpecification. • Preparationofgroundmovementandvibrationmonitoringstrategiesand specifications. Arupwillprovideallbuildingandsurchargeloads for the AMRF building only. Other • Liverpool City Council’s (LCC) Technical Specifications for the purposes of testing the existing site and sub soil conditions to inform the detailed design for the roads and in-ground services utilities. Types and frequency of testing is to be conducted in accordance with Australian Standards and LCC’s Technical Specifications. • Supply information required by a planning consultant to inform the State Significant Development Application submission for planning approval. This information should encompass site Geology, Hydrology, Acid Sulphate soils and Salinity issues. • Testing on soil conductivity and subsoil water flows to enable geothermal bore heat exchange design. Technical Advice (Provisional) The consultant will be responsible for the provision of technical geotechnical engineering advice to the WPCA, its various design teams or construction contractors, as required from time to time. This technical geotechnical engineering advice will generally be limited to matters associated with the services within this engagement. The consultant is to allow for 40 hours in the tender response. The services under this aspect of the scope will be conducted on an hourly basis.
