This Request for Tender (RFT) describes PCQ’s requirements and the evaluation process that will be used to select a Tenderer who will supply, install, support and maintain an integrated Coal Terminal Planning and Logistics system, which is most advantageous to PCQ.

Tenderers are expected to propose a Solution in ONE of the following formats (“Solution Format”):

1. Complete Solution covering the Planning and Logistics Requirements

2. Partial Solution – Covering Planning Requirements ONLY

3. Partial Solution – Covering Logistics Requirements ONLY

PCQ’s preference is for a Tenderer to propose a complete solution covering both the planning and logistics systems.

Tenderers are expected to be capable of delivering the following products and services for the proposed Solution Format:

· Supply of all application software components that make up the Complete Solution required to meet PCQ business requirements;

· Implementation services including but not limited to: planning, configuration, modification and development;

· Provision of the following services: data conversion and migration, training and technical support services as required (inclusive of manuals, data dictionary, and any other technical documentation),

· 24/7 Level 1 and Level 2 Application Technical Support services to provide a single point of contact for all application support requests. These may include but not limited to ( User access requests, system support) ; and

· Ongoing maintenance and enhancement to meet new or modified business requirements and to accommodate technology changes, new releases, defect fixes, and, patches.

PCQ will evaluate the Tenders with the aim of selecting a solution that will be cost effective, have long-term viability and meets the business and technical needs of PCQ. Tenderers are encouraged to submit innovative solutions that will enhance PCQ’s capacity to improve the way that it conducts its business so that operational cost savings can be achieved.

1.1 Objectives

The key criteria for meeting the needs of PCQ will be in ensuring its business requirements are met in the most cost-effective manner and in accordance with the State Procurement Policy.

PCQ has established a set of strategic objectives that addresses the full spectrum of APCT’s future operations. As a result of this strategic review, it has been identified that a strong need exists for the implementation of a Facility Management System and an Advanced Planning & Scheduling System.

The establishment of the Abbot Point Planning and Logistics Information System Project (Project) which considers the full range of the operations at APCT will provide PCQ with the opportunity for:

· Removing critical capability gaps in relation to operating the APCT as a common user access terminal.

· Enablement of a flexible terminal operation that includes a combination of cargo assembly and dedicated stockyard operating approaches.

· The provision of an integrated functional approach between shippers, key service providers and terminal operations with all functions working from the same page.

· The provision of a central platform of information for ongoing business, revenue, cost and customer satisfaction improvement.

· Sharpening the functional focus of existing / planned applications.

· Providing for consistent data capture points, maintaining data integrity across multiple operational units and companies across the supply chain

· Removing the dependency on communications via manual logsheets, spreadsheets, mitigating the risk of inaccuracies in data being introduced.

· Introducing interoperability between core applications by defining and implementing integration points with clear rules of engagement and process controls.
