Provision of Bus Services for School Leavers Period

Each year, approximately 9,500 school leavers (Leavers) travel to the South West, Western Australia (WA), at the end of November to celebrate the end of their schooling.

The South West has been identified as the key location for Leavers celebrations since 2000. In response, the State Government introduced a strategy for managing the celebrations to reduce the burden on the local community and services.

The goals of the strategy are to:

• create a safe and attractive environment for Leavers

• empower Leavers to make responsible decisions

• support and collaborate with the community in delivering Leavers to ensure community safety

• create and promote a positive and inclusive Leavers culture.

Events are held throughout the Leavers week period, supported by a large number of volunteers. As part of the ‘Management by Event’ approach to Leaver celebrations, Leavers are able to purchase a wristband entitling access to Leavers only activities and support services inclusive of bus services to and from events.

The WA Police Force is seeking a suitably qualified service provider to provide bus services and associated support services in the Busselton / Dunsborough area during the School Leavers period for the exclusive use of Leavers Week attendees.

The proposed Contract will cover a regular schedule of bus routes with bus stop timing points throughout the area for the period in question, security services and adequate lighting on the buses and at the bus stops respectively.
