Literature Review of Research into Play Period Limits and Default Loss Limits for Electronic Gaming Machines

The successful Respondent will be required to provide a detailed report to the Commission on:
- a review of the critical aspects of current research literature on:
- appropriate play period limits for EGM play; and
- default loss limits for EGM play that take into account ‘safe’ gambling limits; and
- the extent to which the review in Part A can be used to:
- inform current approaches for EGM play in Western Australia; and
- identify gaps in research literature which can assist in identifying future research priorities in Western Australia.
When considering the extent to which the reviewed research can be used to inform current approaches towards EGM limits, the Western Australian environment must be taken into account (i.e., there is only one casino in the State, and EGMs are restricted to the casino; they are not permitted elsewhere in the State). Consideration should also be given to any findings or comments the PCRC made in its Final Report regarding EGMs or research about EGMs.
The review should cover international, national and Western Australian specific research within the past 10 years to assist the Commission to have the most up-to-date information of all relevant research for the topic/s.
As there are multiple factors that influence EGM player behaviour, the literature review should be from a multi-disciplinary perspective.
The report contents must include an executive summary, the analytical approach/framework adopted, a summary of critical observations from the research, and references.
The Commission reserves the right to publish the report, in whole or part, on its website.
The successful Respondent may be required to present a summary of the literature review to the Commission upon completion of the report. This should be listed as a separate cost in the Offer (i.e., separate from the cost for completing the report). The separate cost for the presentation will only be paid if the presentation occurs.
