The NSW Reconstruction Authority (RA) is engaging IDEEA Group to develop a framework, methodology and preliminary statewide estimates of natural-capital exposure and expected annual impacts (costs) to inform the State Disaster Mitigation Plan 2027 Refresh (SDMP R 2027). The work will create a consistent, scalable method to combine data on the extent, condition and use of key natural assets with vulnerability and probabilistic hazard information to generate robust estimates of annualised expected costs to natural capital.The objective is to produce annualised expected costs of disasters to natural capital for NSW, using observable datasets. This will provide a first-order baseline that can be refined as higher-quality or more detailed data becomes available. In regions where more complete data allows ‘gold standard’ estimation of ecosystem service impacts, those results will be used to benchmark and transfer costs to similar asset types across NSW, ensuring that robust regional modelling directly informs the statewide totals.These estimates will sit alongside built, social and economic impact estimates as a core component of the RA’s Average Annual Impacts (AAI) framework, consistent with DRDIP’s multinvironment approach to annualised, probability weighted disaster impacts.
