Description

A critical element towards improving Council’s performance is to ensure that programs and services are relevant and delivered effectively and efficiently to provide best value to customers and key stakeholders. Accordingly it is important for Council to review service delivery and the levels of service it delivers to the community.

One aspect of Council’s continuous improvement initiatives has been the development and endorsement of a Business Improvement Framework. The Business Improvement Framework comprises two streams of focus – Program Review and Process Review. Program Review focuses on the business Council is in and the way it delivers services.

Program Review activity is generally related to ensuring the organisation is best positioned to respond to current and future operating environments and to assist in building a sustainable and responsive organisation. A sub-committee of Council has been established to undertake program reviews of Council’s services and programs.

The following have been identified as critical elements that must be addressed during the review process:

  • Strategic relevance of the service

  • Community Expectations/Need/Use

  • Efficiency and effectiveness (of the service or program)

  • Alternative Service Providers/Models of delivery

  • Implications of Decisions

This Expression of Interest seeks to identify Consultants with significant expertise and capabiity in undertaking program reviews of a similar nature. The market documents provide an indication of the base data which will be provided for the second stage detailed submissions. Council is comfortable with a joint venture / partnership approach, to enable subject matter experts to be identified for individual reviews.
