The contractor was required to undertake a mid-term review of Aurora Energy's distribution network and service connections capital expenditure for the period 1 July 2002 to 30 June 2005 and advise the Regulator on the efficiency and effectiveness of that expenditure. The advice will form an input into the Regulator's determination of capital expenditure to be included in Aurora Energy's regulated asset base.
