The Customer is seeking Offers for the provision of specialist evaluation services for the Health Navigator Pilot Program (the Program) in the Department of Communities’ Mirrabooka and South West Districts. The Customer requires the development and implementation of a Monitoring, Evaluation and Outcomes (MEO) Framework and Program Evaluation.
Expert stakeholder engagement is required due to the sensitive nature of this program. Children in Out Of Home Care (OOHC) are some of the most vulnerable in the community and the evaluator must demonstrate ability to engage with this group and their carers. The evaluator is expected to have demonstrated experience working within a cultural safety framework and with a trauma informed approach. This applies to their engagement with stakeholders and the evaluation of the Program itself.
Due to the over-representation of Aboriginal children in OOHC, the recommended evaluator must demonstrate a high degree of cultural competency and expert ability to engage with Aboriginal community members including elders. It is essential the evaluator can demonstrate Aboriginal partnerships through collaboration with relevant Aboriginal researcher(s), existing partnerships with relevant Aboriginal stakeholders, and an ability to develop and deliver a culturally appropriate methodology.
Consultation and design of the service model commenced 14 May 2022. The Customer will make available the background material to the Contractor following award of contract, along with data of existing children in OOHC which may be used as the project control group subject to the evaluation methodology.
