Description

  1. Background

The Public Transport Authority (PTA) requires Signal Project Engineering and Signal Design Engineering Coordination and Engagement Services to be provided to the Network & Infrastructure (N&I) Signals Branch to support the delivery of multiple Signals projects. These high risk and low volume projects are crucial to the PTA network operations and are aimed at improving the asset reliability, system safety and operational flexibility. To support the ongoing operational needs of PTA, the Contractor shall be required to holistically provide the necessary qualified Signal Project and Design Engineering personnel to support various project works within the rail corridor.

The Contractor’s Personnel must possess the necessary Signal Project Engineering and Design skills and qualifications to support the delivery of several projects and support assets managed by N&I’s Signals Branch. Minimum qualifications are as outlined below:

  1. Signal Project Engineering – Senior x two (2)

Possession of an Engineering Degree with significant signalling project engineering experience, or possession of a diploma with extensive signalling project engineering experience

  1. Signal Design Engineering - Principle

Possession of an Engineering Degree with extensive signalling design experience.

  1. Signal Design Engineering – Senior

Possession of an Engineering Degree with significant signalling design experience.

Due to the nature of the procurement, all specified personnel will be considered separately to determine suitability for the role and if required the PTA may award multiple Contracts with one (1) or more resources.

  1. Service Requirements

The PTA is seeking Tenderers who are able to provide value for the PTA through the delivery of services and qualified Signal Project and Design Engineering personnel needs with a specific preference for those tenderers who;

  1. Have the ability to holistically satisfy and manage both the service & Signal Project and Design Engineering personnel needs for the PTA.
  2. Have the ability to source a broad range of qualified and highly skilled personnel to accommodate PTA’s Signal Project and Design Engineering hire needs.
  3. Accurately pre-screen personnel to ensure they have the capability, personal integrity, behavioural traits and security requirements for PTA roles.
  4. Offer value for money by providing the correct Signal Project and Design Engineering personnel for the required role including ongoing and sustained cost reductions.
  5. Promote continuous improvement opportunities and greater efficiency in identifying and engaging qualified Signal Project and Design Engineering personnel and services.
  6. Offer exceptional management of service &qualified Signal Project and Design Engineering personnel including performance, well-being, engagement, development and retention of personnel. Scope of Services

Current services and deliverables for Signals Project Engineering and Signals Design Engineering PTA projects are, but not limited to:

  • S700K to M3A Point Machine Upgrade Project
  • Boom Fail / Charge Fail Project
  • Resilience Stage 3 – Gosnells Project
  • 15 Trains Per Hour Project
  • Absolute Signal Blocking Project
  • Asset improvement projects
  • Others Signals Branch projects – CS1A, Level crossing upgrade, OSR removal, type approvals
  • 3rd Party requests
