The scope of this opportunity is limited to the provision of ICT professional services to develop a comprehensive, procurement‑ready documentation suite to support the future modernisation of DPIRD’s fisheries compliance systems. The successful supplier will analyse and document the current‑state business processes, systems, data, integrations and operating environment, and engage with relevant stakeholders to elicit, validate and document requirements. The services include development of business, functional and non‑functional requirements, data and integration specifications, security, privacy, records management, accessibility, audit and governance requirements, future‑state business process models, target architecture and solution options, and supporting artefacts suitable for inclusion in a subsequent procurement process. The scope is limited to analysis, documentation and advisory activities only. It explicitly excludes system implementation, software development, configuration, deployment, operational support, managed services, or selection of any specific technology, product or vendor.
