The purpose of this study is to determine:
• the optimum location and form of future rail freight terminals in SEQ to enable these sites to be preserved;
• the cost and viability of the first stage of development of the above if they are needed in the short term;
• the form, cost and staging of terminal infrastructure and operational enhancements to existing terminals; and
• the required timing of additional terminal capacity to satisfy future rail freight demand.
