Description
The Decommissioning Branch (the branch) within the Department of Industry, Science and Resources (DISR) is seeking technical expertise to provide advice that will support the Department’s management of policy and operational issues for offshore oil and gas projects and their decommissioning.
The specialist advisers will assist the Decommissioning Branch functions by applying their skillset and knowledge to the following types of duties across the branch as required:
- provide technical advice and support to the Decommissioning Branch on complex technical and industry issues relating to the decommissioning of offshore oil and gas infrastructure. This may include:
- analysis and advice on the requirements and key responsibilities during the phases of decommissioning.
- advice and support for planning and regulatory approvals under the OPGGS Act and Regulations and other relevant regulatory structures, including at the State and Territory level.
- technical verification and assurance activities, including analysis of strategic, financial and project planning, including risk management.
- provide high-level and strategic technical and industry practice guidance, support and advice.
- assessment of possible risks and sensitivities across decommissioning.
- provide advice on the capability within Australia to undertake all aspects of the decommissioning process.
- identify and advise on best practice international approaches related to decommissioning planning, execution and risk management.
- where requested, provide technical input and advice regarding compliance with the Australian regulatory regime for decommissioning.
- where requested, support the department with its engagement with relevant stakeholders.
- where requested, review technical viewpoints expressed by industry and relevant parties to inform timely decision making.
- where requested, support or directly participate in Commonwealth interaction with external industry bodies and relevant interest groups.
- where requested, provide specialist technical input into future tenders and contracts undertaken by the Decommissioning Branch.
- where required, an ability to scale additional resources and draw in relevant expertise as needed.
On an ad-hoc basis the successful supplier will provide advice, summary documents, answers to direct questions and other deliverables as necessary to support the functions of the Decommissioning Branch.
To accompany ad-hoc requests from the branch, fortnightly meetings will be held to ensure a direct line of communication between the successful supplier and the contract manager.
