Description

Background information: The Mt Lawley Hospital ICT Commissioning Program supports the ICT transition of the hospital from a private entity into the WA Health environment. The ICT Business Unit provides solution development, implementation, transition and operational support for WA Health’s clinical and corporate systems. This includes strategic planning, architecture, and ongoing management of ICT networks, applications and infrastructure; ICT support for WA Health customers; and ICT security and risk management, including the protection of patient data. The Program currently requires the services of an experienced Solution Architect to support this transition. The Solution Architect will work as part of One Program Team and will report to the Program Director / Program Manager. Role Overview The Program requires a Solution Architect with demonstrated experience delivering integrated solutions for critical clinical and facility applications, including but not limited to: Nurse Call SystemsBuilding Management Systems (BMS)Access ControlPagingMessagingDuress Systems The role will be responsible for designing and delivering solutions that enable effective integration of these systems with the associated clinical and corporate devices and technologies within the broader WA Health ICT environment. Key Responsibilities Relationship Management Partner with Program Delivery and ICT operational teams on business and information planning to ensure systems-related agency goals are met.Provide technical input into disaster recovery planning, including the maintenance and testing of systems.Liaises with external stakeholders on application development and support within a multi-organisational access environment. Client Development and Management Act as the key liaison between applications, internal and external clients, and service providers.Maintain effective client engagement relating to the application environment, contributing to customer?focused ICT solution strategies.Liaises with suppliers and relevant stakeholders to support solution outcomes. Planning, Projects and Policy Contributes to the development of policies, standards, guidelines, procedures, concepts, artefacts and methodologies for technical application development.Designs, plans and implements information management projects within the Program portfolio. Value Delivery Monitors client service levels to ensure high quality outcomes are achieved.Develop and present appropriate solution options for client consideration. Selection Criteria The specified personnel are expected to demonstrate the following: Substantial experience in the development of strategic, end-to-end Program Roadmap. Proven delivery of similar engagement of comparable size and complexities. Demonstrated experience working with critical hospital operational systems (preferred).Significant experience in stakeholder engagement, relationships management, and sound corporate knowledge to support program momentum and deliver successful outcomes.Clear oral, written, and interpersonal communication skills including the ability to negotiate with and influence internal and external stakeholders. Excellent time management skills with the proven ability to manage competing priorities of varying complexities and deliver measurable outcomes. Experience or familiarity with adjacent disciplines including project management, change management and/or IT Service Management. Demonstrated expertise in Solutions Architecture, preferably within a health services environment. Highly developed knowledge of Enterprise and/or Solution Architecture frameworks, including processes, methodology tailoring and risk management. Professional training and/or certification in recognised architecture frameworks or methodologies such as TOGAF, Zachman or ArchiMate. Other Requirements Previous experience working within the WA Health sector.Ability to work independently and collaboratively as part of a team.Strong attention to detail with the ability to prioritise tasks effectively.Other duties as required. Resource required: Currently the Program requires a Solution Architect to fulfil the above requirements. Offer, Evaluation and Award Details For the purposes of this Request, it is envisaged that the quantity of the service will not exceed what can be provided by one (1) consultant.
