Strategic Technical Services Support Panel - MPU

Background

A Strategic Project Technical Advice and Peer Reviews Support Services Panel is required by the Major Projects Unit (MPU) and Infrastructure Planning and Land Services division (IP&LS) to support infrastructure project activities.

During the planning, design and construction phases of capital projects, the PTA requires experienced technical advisors, peer review support services and subject matter experts to support the project team to mitigate procurement, design, construction and commissioning risks on the Project. It is essential that PTA obtains the best available service providers who are capable of providing personnel and services for the PTA to:

• provide project specific technical and strategic advice to senior management including review of design options and assumptions, procurement and staging of works methodology.
• reviews and analysis of estimating principals by contractors, constructability staging and assumptions and exclusions by PTA and contractor.
• technical advice, design reviews, testing and commissioning for System Fire Life Safety, Facility Emergency Management Testing and Cybersecurity.
  A selection of technical advisors and peer review Contractors with suitable capacity, experience and knowledge will be required to be available to the MPU and IP&LS. It is essential that a ‘pool’ of Panel Contractors be established to enable effective and expedient delivery of services to meet project needs. MPU and IP&LS are proposing to engage these services under a Panel Contract.

Scope of Services

The PTA requires a range of services from Strategic Technical Advisors, Peer Reviewers and Subject Matter Expert Contractors to provide:

• high level technical advice;
• peer review;
• due diligence; and
• independent design, construction and commissioning advice,
  for support in the delivery of high value, high risk complex projects where the Contract delivery models could include Alliances, Early Contractor Involvement (ECI) leading to Design and Construct (D&C), Design Construct Maintain (DCM), and Public Private Partnership (PPP).
