Provision of Project / Contract Management System

Registration of Interests are invited for the provison of a Project & Contract Management Software/web-based system.

. Project Management System

Effective project management is critical for Council to identify and achieve its corporate objectives, and to identify opportunities and risks whilst providing a service to its community and stakeholders.

Proficient project management will aid in the clear identification of resources, accountabilities and roles in order to deliver the project on time, cost and quality requirements. It will also provide a deep level of project governance through tracking and control of performance and risks

For project management, and the projects themselves, to be a success it is essential that Council staff are both disciplined in project management practices but foremost that a support tools/systems are available. Project management software systems are a critical tool available. They enable not only the control of project data but also guide staff through the project cycle. Ultimately a quality project management system will assist in incorporating project management into daily processes.

. Contract Management System

While the primary objective of this Registration of Interest is to source providers of project management systems/software, a secondary need to source a Contract Management system.

Council provides a diverse range of goods, works and services to its community and stakeholders many of which are provided via external contractors. It is essential therefore that these contracts/contractors are managed effectively to ensure that services are provided in accordance with specification whilst ensuring safety to public and employees and in a cost effective manner.

To assist Council in managing these contractors it is imperative that it has in place a contract management system.

The intent of the final contract, should Council resolve to formally engage a contractor, is to source a system that provides management of projects from inception, bid phase, design, estimating, cost control, tender, contract management and handover/recognition.
